OK, I figured out what cause "no modulation" for me. After inspecting the old modulation bar more closely, I noticed there is a tiny metal plate and two rubber bumpers on the bottom. When I transferred these to the new modulation bar, everything worked perfectly.

I also had this problem. I did the super glue fix which worked for awhile. Even after I felt the bar break inside again, it was still functioning alright.
