The note way is a lot easier but if you save the performance, it comes back intact too. You just can't switch kits. So 1 kit per performance was my workaround. I am gonna use the kit setup by notes method now. Thanks fellaz.

Nevermind, I figured it out finally. Thanks to all who helped or helped someone else and I just so happened to see it. For anyone else that is wondering Program change and bank select receive should be OFF.
