MC-909: Why are Parts #1 and #9 never used?

Of all the presets, how come buttons 1 and 9 are never used in preset songs or patterns? Is there some special feature or reason they aren't used?

It's just the way Roland has the presets established. The drum chain by standard, starts at 10.
