Anyone knows a windows sequencer (or even a keyboard seq.) that can receive "Go to" midi commands and respond in real time? And it can have several looped regions? And it can record tempo and time signature changes?
Example
Sequencer running song, some regions are loop-marked so that if I start from the beginning of one of these regions the program play it in loop.
While one loop is playing, a midi command arrives from midi saying "Go to another song point" and the program reacts immediately. The result is that another looped region is now playing and so on...

the only thing I can think of that's eve remotely close to what you want is either Sibelius or Finale. They're more for like Writing or Sequencing Marching band and Concert band pieces, but you can do stuff like jazz, rock, and stuff like that.

I don't personally know of a Windows-based sequencer that accomplishes exactly what you are looking for, I'm by no means an expert, but I would bet that sequencers like Sonar would come pretty close.
I do believe that the keyboard sequencer in our Fantoms (using RPS) should accomplish what you are looking for. Check out Lawrence Wilkes article titled: Tutorial - Using the Pads like a Groove Box by using the Real-time Phrase Sequence (RPS) function.
