SPD-SX MIDI Queries

Need a hand with setting up MIDI controls for my SPD-SX. I recently bought a Behringer FCB1010 Foot Controller Pedal and I'm trying to use the FCB as a MIDI Controller for the SPD. Problem is, the SPD's not playing ball.
I've got MIDI Global set to 10, PC TX/RX SW and CC TX/RX SW both set to "on," and the MASTER FX SEL CC, CTRL1 and CTRL2 set to #64, #65 and #66 respectively.
On the FCB1010, I tried to assign expression pedal "A" to control number 65, between values 1 and 127 (off and on, essentially). I was Bank 3, Preset 1, and on the SPD I was on Kit #31.
...aaaaaand nothing happens. What am I missing???
