PCR-300 Button state won't change

hi,
I just got me the PCR-300 and luv it :) I use it to control FL Studio parameters, synths etc.
Here's my prob:
I wanted to set the upper buttons (A1-A9) to control mute buttons on my channels. I figured out how to do this, using PCR editor, assigning each button with Channel message/Notes, latch mode, with Velocity set to 'touch' and each button with a different note number. Although I'm not sure this is right (no MIDI expert -yet ;) , it works fine for most of the buttons. they blink orange when the channel is set to 'off', which is nice.
but not for some (A3-A7): I always have to press these TWICE to change the state. Why? I transmitted my editors settings over n over, compared the settings of the different buttons; they're all set the same way but don't act like that.

How come?
