Patch Script Builder downloads the wrong extension

When using the Patch Script Builder for Sonic Cell on Sonar LE, the downloaded file has an extension of '.download' but the Sonar program wants an extension of .ins. Should I just rename 'download' to 'ins'?

Yes, just rename the extension to ".ins". If this doesn't work, try renaming it to ".zip", maybe it's an archive.
