Setting Modulation lever latched in a value

Is there any way to set the modulation lever into a ON/OFF switch?, like when you use modulation with the Rotary effects, if you press the lever, it goes into a state (Rotary fast), and if you press it again it goes into another state(Rotary slow)

I tried using the editor but couldnt make it. I want to control MFX that way with the mod lever, ex: Pressing the lever and setting a particular rate for chorus.
