Power Supply/BR1180 CD question

OK, I recently acquired a BR1180 CD 2nd edition. Plugged it in and found that the LCD screen was flickering and the hard drive was not running at all. On further inspection, I realized that the adapter that came with the unit was a 9 volt adapter, not the 12 volts that the BR1180 CD requires. So my question is, could the adapter not having enough voltage cause the hard drive not to run or is it more likely a corrupted hard drive or both? Sorry if this is a dumb question, but I was under the impression that if the unit powered up that it was getting enough voltage, but maybe it's possible that it could power up but not fully function? Any input is appreciated. Thanks!
