Behringer Toro stuck on hold with PK-5 pedals

I have a new Behringer Toro synth that I'm trying to run with my PK-5 pedals. When I play the notes, they are stuck on hold. The PK-5 is NOT in hold mode and it's playing my SH-32 synth just fine with no issues.

Any idea why the Toro would not be releasing the notes?
