XV5080 CC#64 Sustain not responding to FC300

I have an XV5080, and control it with an AX Synth. All functions work correctly, including the HOLD button, which outputs CC64.
I bought an FC300 in order to change programs on the floor and to add a sustain pedal.
HOWEVER, when I hook up my sustain pedal to the FC300 and set it to send CC64, the XV5080 MIDI indicator lights up so it is receiving the info, but doesn't sustain notes (no matter which patch I choose).
I can hook up the FC300 to my Fantom G, and the sustain works as expected.
Hooked back up to the 5080, I ran through each CC#. All the others seem to work. Can someone help me solve this?

My first thought would be that the CC64 is on the wrong channel or the wrong values for off and on.
Control value: 00H - 7FH (0 - 127) 0-63 = OFF, 64-127 = ON

The quickest way to sort this is, if you have a Midi interface and a PC run MidiOx and see what is being sent.
If not, check the FC300

well, the strangest part to me is when i hook up the fc300 to my Fantom G, the FC300 controls its sustain fine. and when i hook the FC300 to my AX Synth, works fine also. Then put it back on the 5080, and nothing. i will look at control values coming from the FC300 tonight. I'm sure theres a software tool that will tell me.
