make sure the DAW isn't hogging the midi port that the plugin needs to connect to. disable that port in the daw and try again (restart) you will get it eventually.

You might want to take a look at the setup instructions for Sonar and see if that fixes your problem ~
The MIDI I/O options you select on the DAW, and the MIDI I/O options you set on the VST, use two different pairs of ports, all of which should be available to your DAW after installing the Integra-7 driver.
Took me a while to figure it out as well -
