What if they came out with GM3

If they came out with GM3, which added new sysex parameters like flanger feedback into chorus, could it be made backward compatible with GM2 devices?
I can't see how, mate.
My guess is that all MIDI files will be able to be played on all GM devices, but only to the spec the hardware is capable of rendering.
