is it possible to switch on/off the RX Switch you can find the LEVEL tab of Studio set part view via CC midi commands?

Yes it is possible to do that via MIDI, but is is complex to implement. See table "Studio Set Part / Receive switch" on page 12 of the MIDI Implementation document...
However, there is a easy way to control the Part volumes by sending CC07, provided you have each Part (1-16) assigned to MIDI channels 1-16.
This way using an 2 inexpensive MIDI controllers like the Korg NanoKontrol (for example), you can control all 16 part volumes (8 on each nano).
