Defalt Pad Mode

Is there a way to have the pads be on the "part select" (Green Lights) instead of "sample" (Red Lights) during startup. For me, I use it this way most of the time and although its not hard to change it is a bit of a pain to have to change the setting after every startup.

I don't see a way to do that in the system settings.
