FP-4F receive midi program change for local control.

Hi everyone,
I would like to send program change to my FP-4F for local control (i.e. program changes on the front panel and can be played via local control). At present when I send program change data to the FP-4F it changes only programs being played from an external source (e.g. sequencer) but leaves the front panel and the tone under local control at it's original setting. I have scoured the internet to no evail. Does anbody out there know how to acheive this.
