Juno knob/mic in, phrase pad question

So if you touch say the mic in lever it starts at 60. Is it right that when you don't touch any of the knobs or up/down levers that they're all preset to zero automatically? Like any of these levers or knobs untouched is the same as moving it from 60-0, since everytime you turn the keyboard on and off it resets to factory settings. Thanks!
